Kevin Baker

Law Enforcement 

Kevin Baker is a former law enforcement officer having worked in Patrol, Special Operations Division (SWAT, Crime Suppression Detective) as well, as with the Fugitive Apprehension Team, over his 10 year career. 

High Threat Protection Instructor 

In addition, and most importantly, Kevin has had the opportunity to share his unique operational experience for over 15 years, as a High Threat Protection Lead Instructor in multiple Department of State programs to include; Anti-Terrorism Assistance Program 

(ATAP), Worldwide Protective Services (WPS), International Narcotics Law Enforcement Affairs (INL) and Civilian Police Program (CIVPOL) 

He has the distinction of having trained law enforcement officers from over 2 dozen countries for High Threat Dignitary/Close Protection operations. Most recently, Kevin was selected to coordinate training and develop curriculum for an Overseas Protective Operations government program. 

High Threat Protection Operations 

During his High Threat Protective Services career, Kevin has been asked to assume leadership roles, after having been tasked with DIRECT (not support) protection responsibilities for (2) Foreign Heads of State, a U.S. Ambassador (AFG), multiple Ambassadors to the U.N., U.S. Secretary of Defense, U.S. Secretary of State and multiple U.S. Senators and Representatives. During his operational career, Kevin has led these high profile protective missions, as either a Team/Shift leader or as a Counter Assault Team (CAT) commander, supporting these high threat movements. All protectees' protective security was provided in high threat environments, with several having been named specifically as targets by International terrorist organizations or other groups doing the bidding of political rivals. 

Military/Law Enforcement 

Tracy is a former Force Reconnaissance Marine and MARSOC Lead Instructor for Phase 1 Assessment and Selection. In addition to his lauded military service, he also served in law enforcement with assignments in Patrol, Street Crimes Unit, SWAT, SWAT Commander and Academy Instructor. As a result of his varied background, Tracy was positioned to be selected with the difficult and dangerous task of providing counter surveillance for the DEA, targeting South American drug cartels.

In the Close Protection industry, Tracy has successfully served as a Detail Leader in over forty-three countries and various programs such as DoD (Flag Officers, high ranking CPA officials), Anti-Terrorist Assistance Program, International Narcotics Law Enforcement Affairs, Civilian Police Program, and the Worldwide Protective Services Program. Due to his extensive background and depth of knowledge, Tracy, the majority of times, assumed the additional role as Lead Instructor of Protective Operations. In the "private sector" he also provided protection for CNN and CBN correspondents, in high threat combat zones. Tracy's expansive career in the Close/Dignitary Protection arena, has had him serving in varying leadership positions through 35+ years, in both an operational and instructing capacity.

Career Highlights 

A few of Tracy's highlighted and unparalleled accomplishments are; PSO for the first president of KOSOVO, Ibraham Rogova. 

Commanded the largest and most active Close Protection Units in the world (with over 2500 high threat moves a year), which was the framework for the DoS WPPS (Worldwide Personal Protection Service). This unit provided high threat protection for visiting Heads of State, Ambassadors, US Chief of Mission, Congressional Delegations, UN Security Council, Queen Noor of Jordan, Ministers of Defense, European Union President Javier Solano, war crime prosecutors, judges, and numerous other individuals with a direct threat. This Close Protection unit would ultimately develop the future doctrine of CAT (Counter Assault Team) operations in High Threat protection missions. 

Recognized as a Subject Matter Expert and recruited to evaluate and replicate the assassination of Pakistan's Benazir Bhutto, for the government to understand exactly what transpired. 

Continually and currently called upon to supply High Threat Protection and Counter Assault Team training to Special Operations units.
